It's 1986, and Ronald Reagan's cabinet is in a meeting discussing how to curtail the threat of a nuclear holocaust on the United States by the World Terrorist Organization (WTO). A terrorist car bomb was set off in Paris, and the next day Reagan and his cabinet are led by Colonel Armour to a top secret facility located underground known as Project Alpha-Soldier. Through use of genetic engineering, they are told that the human body can be changed and given super-strength and great vitality. It's revealed that the machine works best on the elderly, and that younger people who went through the process degenerated to the point of turning into dust after a short amount of time. It is hinted that the elderly that had survived the initial testing process were then killed in staged automobile accidents.
